SourceForge es un software y una web que controla y gestiona muchos proyectos de software libre y actúa como un repositorio de código fuente. El gobierno de Obama ha conseguido que los internautas de los países que se encuentran en su lista denominada 'Foreign Assets Control sanction list', entre los que se encuentran Cuba, Irán, Corea del Norte, Siría y Sudán, no puedan acceder a dicha página. Con lo cual no pueden descargarse los programas que contienen ni continuar desarrollando el software que se se encuentra allí depositado.
Desde el año 2008 se autorizaba a los ciudadanos de los países citados a entrar en esta web pero se les impedía desarrollar el código fuente de los programas contenidos en SourceForge. Ahora, cuando los internautas perjudicados intentan acceder a la dirección, aparece un mensaje de prohibición absoluta de acceso a la web.
Además del perjuicio directo a los desarrolladores y usuarios de esos países, existe un daño colateral: a partir de este momento no puede afirmarse que el software desarrollado en SourceForge sea software libre. La Open Source Initiative (OSI) establece que en su artículo 5, que "La licencia no debe discriminar a ninguna persona o grupo de personas". En su apartado 6 se determina que "La licencia no debe restringir el uso del programa en un campo específico de actividad. Por ejemplo, no puede prohibir que se utilice en un negocio, o para la investigación genética."
A partir de este momento, los ciudadanos cubanos no solo serán tratados como presuntos terroristas en los aeropuertos de Estados Unidos , sino que esa presunción se extiende a los internautas cubanos. Esperemos que aquellos que denuncian la falta de libertad en la Red en Cuba protesten de igual modo ante el gobierno de Obama por esta nueva medida que impide a los cubanos acceder a una red sin restricciones. Sanción que se suma a la limitación de ancho de banda para toda la isla al impedir el gobierno USA que la isla se conecte a Internet por medio de cable.
